Santiago, Chile; Washington DC, USA; (September 14, 2026) — We Are Innovation is pleased to share its participation in a comprehensive report on AI Policy, coordinated by its partners at the Global Trade & Innovation Policy Alliance (GTIPA). The report is titled “GTIPA Perspectives: Making AI Policy to Drive Innovation” and gathers contributions from 28 GTIPA members around the world. We Are Innovation’s contribution was written by the network’s project manager, José Alberto León, and it focuses on Argentina’s significant developments in AI.
The overall report argues that AI policy should go beyond regulation and focus on infrastructure, R&D, skills, investment, adoption, and governance. Because countries have different strengths and needs, there is no single AI strategy that works everywhere. Examples from multiple nations show different ways to support AI adoption and growth. The document calls for international cooperation and says AI policy should ultimately help turn the technology into greater productivity, opportunity, and economic growth.
We Are Innovation’s section explains how Argentina is positioning itself as an emerging AI hub, exploring three main pillars: a strong policy preference for limiting AI regulation, investment in computing infrastructure, and an increasingly active ecosystem of users and developers. These policies accompany broader economic reforms aimed at restoring fiscal and monetary stability and making the country more attractive to investors.
The proposed Stargate Argentina data center in Patagonia could involve up to $25 billion in investment and 500 megawatts of computing capacity, supported by the region’s renewable energy, fiber connectivity, and favorable cooling conditions. Programs such as RIGI and the Knowledge Economy Promotional Regime also provide tax, customs, and regulatory incentives for large-scale and technology-intensive investments.
At the same time, Argentina is experimenting with flexible AI governance and public-sector adoption. Provinces such as Jujuy are testing regulatory sandboxes and ethical-use protocols, while Buenos Aires’ PROMETEA system shows how AI can improve government productivity by automating routine legal work and reducing case-processing times.
According to José Alberto León, We Are Innovation’s Project Director, “Argentina does not possess the research budget of the United States or the regulatory density of the EU. What it offers is something different and, for certain actors, more valuable: a government that has explicitly decided not to stand in the way, a fiscal regime that guarantees stability for three decades, underutilized energy infrastructure in one of the most suitable regions on the planet for data centers, and a population that adopted AI at a speed that surprised even the technology’s own providers.”
