Breaking the Sound Barrier Again [Briefing Paper]

Concorde flew its last commercial flight in 2003, and with it went the idea that ordinary innovation could shrink the world through speed. The story usually told is one of technological failure: too loud, too thirsty, too expensive. Our new briefing paper makes the case that this telling misses something important. Supersonic flight was not only defeated by engineering. Policy played a bigger role than it is usually given credit for.

That matters now, because the policy is finally moving.

In January 2025, Boom Supersonic’s XB-1 broke the sound barrier, the first privately funded aircraft in history to do so. NASA’s X-59 followed it into the sky in October, and by June 2026 was flying research missions at Mach 1.4, gathering the community-noise data regulators say they’ve been waiting for since the 1970s. In Washington, an executive order has told the FAA to rewrite the 52-year-old overland ban; a bipartisan bill has already cleared the House. None of this has yet put a paying passenger on a supersonic jet. But for the first time since Richard Nixon was president, the direction of travel has reversed.
